Puke A few questions about a pipe-fence

Guys,

How to perform a weld(see picture)?
Also, what will be best idea: I need to duplicate this kind of pipe-fence(see below) around a whole shape, how to do it without manual aligning each section?

Use the bridge tool to conneted, it might give you few vertices to adjust.
For alining I would probably created an arc using the arc tool. I forgot what tool it was that makes copies on each point of the support( in this case the arc). You could adjust it in the properties panel the size and the orientation. I hope that help.

i would just use splines to create the profile of the fence you want, then just add thickness to it.
