DXF can be opened by a lot of softwares but it depends of the dxf type and version . (polys or lines ?)
A simple object may be not a problem, a whole building can be a big one..
It depends of a lot of things, can you be more precise please ?

The designs that I make are buildings in three dimensions, and have need a good ones cad. (similar to AutoCAD)

There are several programs that could fit that requirement. It mainly has to do with budget, and personal workflow preference. As you want to model buildings, I imagine you have modelling precision in mind, so most box-modelling programs would be out of the question, at least in the initial stage.
Are you planning on modelling the complete building in that program, or just import that information from somewhere else?

I need a cad (Open) to model it and skilled to import dxf and export igs, 3ds, obj, etc..
