I believe the Flash Shader is used for viewpoint (VET) export only. It is not used in a flash export of any kind (it can not be used with VectorStyle). You can set this up with some interactivity (correct me if I am wrong), but mainly the file is exported along with the VET animation attached to whatever object... It's not recommended to continue wasting your time. There is a reason you don't see a lot of examples using it.
