It is pure marketting. Isn't only about the base dollars for any new members which buy into it. But the numbers of that member base applied properly could have stock prices and any possible invester money skyrocketing. Large market base figures can open doors.
I have seen this done by many companies from the little mom and pop's to the super multi-complex woojoomawhozites with quite a bit of success.

Only in time will anyone be able to see if this was a good plan or not.
