shokan, it depends.
ZBrush alone could be used only by 2D artists, but modo has too many gaps in it's modeling features, so in it's current state it can not be the one and only tool for 3D artist also. The other problem is the price - at $900 you can have one modo, or ZBrush+Hexagon+MoI. If you can add another $200, you can have even XSI Foundation+ZBrush.
So it's not an easy question.
