There is a trick from luxology forum. Instead of trying to keep points close to each other, you just snap them to the same background. That background coul not be flat, because the points could snap to such surface in any place. So you have to use some rounded or bumpy.

Of course, both patches (fillets, ribbons, ...) are in the same mesh, because I want to build one mesh using pen tool (do you know it could be done now in ZBrush with retopology tool?)

This tutor demonstrates the intelligence of the instructor and weakness of the tool. First thing the instructor draws lines, then align the points (pair by pair!), then uses patch curves tool to build patches for each(!) quadrangle area one after another. Hell of work. So I don't think your gentle CAD heart could stand such a test.
