Caligari has a rants 'n raves forum which seems to help keep things civilized. Kind of like your idea, which I think isn't a bad one.
There's a lot of debate on these forums, but it doesn't seem to get too nasty, at least compared to some other places. Cgtalk is much worse at times. That said, some of the arguments there are educational as well.
I think the "my app rules yours sucks" stuff is inevitable and it doesn't have to get personal.
