I've actually seen the XSI Foundation website and it has said that it has a full cloth solver. Since we are only allowed to bullet point a softwares features without actually knowing the software, this is what you can actually see by visiting the website:
* Animation layering. Add keyframes on top of existing animation interactively and non-destructively.
* Character key sets. Easily set keyframes on predefined sets of parameters for a faster animation workflow.
* Quick Shade customizable shaderball engine and Material Manager
* Crosswalk interoperability tools for easy asset transfer to and from Autodesk® 3ds Max® and Maya®-based pipelines
* Revamped rendering core. Built-in framebuffers output multiple channels to file in a single pass.
* Gigapolygon Core. Sculpt millions of polygons in real time, and render billions of polygons.
* Elegant, intuitive interface. Work like an artist.
* The industry’s fastest subdivision surface modeler
* Non-destructive modeling, character set up & rigging
* Comprehensive preset character rigs
* Ultimapper. One-click normal-map and effects map generation. * Full cloth, particle, fluid and soft body simulations
* 2-CPU XSI rendering with native mental ray
* Complete SDK and API for C#, C++, VBScript, Python v.2.5 and JScript
As far as physics are concerned, foundation is missing rigid body dynamics.
