He's manipulated the reference image to get the correct spacing between lights,
the filtering causes the low quality (high contrast, low brightness, or possibly a levels or curves filter)
Anyway, note that at certain angles you can't see the positions, so use the straight vertical part to get the positioning, and use similar spacing for the rest, so you don't end up with a large dark area... ;)
